Not going to lie- they are kind of time consuming to make and my mom totally helped me with them- because you def need two hands, + an extended timeframe to allow them to set. And yes- your kids can help- but only with certain parts- like putting on the tail. And kind of like the Kentucky Derby- there is a ton of preparation involved for a two minute race to the finish- which in this case is a children's birthday party.

1 Box Cake Mix, whatever flavor, or trio of flavors you like
Colorful Licorice for the tails
Frosting, in an array of colors- make it yourself or buy it pre-made- I never have luck with homemade [someday I will!]
Royal icing, tiny bowl dyed black + one white
Cupcake Liners
Toothpick
Neopolitan Wafers- variety of colors
Sprinkles- try to coordinate with the tails- or go rainbow!
Circus Peanut candies- if you can't find them around you, let me know- I have a source & will post it
Begin with putting faces onto the candy peanuts using a toothpick & the black royal icing. While they are drying, make cupcakes according to instructions on box. Allow to cool. Now take the wafers and use a knife to slather frosting in coordinating color onto "neck" to create the "mane." Let dry.
After faces & "mane" are dry, affix "head" to "neck" use white royal icing. Let dry. After it has set, place horse "head" into "body" aka" cupcake. Now you are approaching the finish line!
Get the kids ready to rock their part- it's almost time. [hours may have passed] Adults, grab your kitchen shears to cut the licorice in half. Now- tell them to go for the gold and put the licorice tail into the cupcake. Mom, dad, you've got a champion on your hands!
